Here are the minutes of the December 1, 2007, Board Meeting,as provided by Tom Todd,
Secretary-Treasurer.

ITCCOA Annual Meeting
December 1, 2007
Oglesby, Illinois

Minutes

1.        Call to order by Owen Fuller, President
a.        Read letters complimenting officials at both IESA and IHSA State CC meets.
b.        Identified several goals for ITCCOA in the upcoming year, including improvement of communication     with
membership.
c.        Nomination by executive board of new secretary-treasurer.
d.        Voice vote elects Tom Todd as new secretary-treasurer.
e.        Chris Perry compliments officials on how well 3-class CC state went.
f.        John Polka requests officials to work at the IPTT meet in Bloomington.
2.        Comments from Ron McGraw
a.        Bib numbers will continue to be placed high on uniforms to facilitate analysis of video finish for state CC
meet.
b.        Chip distribution will remain the same since aggressive time schedule leaves no room for glitches.
c.        Dog policy at State CC meet seems to be working.
d.        Parking issue is a pleasant problem, estimated 15,000 fans at Detweiller Park on finals day.
e.        Possibility of an additional sectional being added to the 3A class was raised based on statistical arguments
about ease of qualification across classes.
f.        Three classes for track and field just finishing town meeting phase.  Principals are being asked if they
support a state meet with three classes conducted over three days.
    i.        A “no” result puts the sport back into two classes in two days
    ii.        A “yes” result puts 1 class prelims Thursday, the others Friday with finals on Saturday.
g.        A differential in sectional referee pay and starter pay is reviewed annually by advisory board.             
Decision will be based on available resources.
h.        Expressed his heart-felt appreciation for the dedication and professionalism displayed by members of our
organization.
3.        Comments from Geza Ehrentreu
a.        The IESA thanks IHSA officials for their professional assistance in running their events in both CC and
track.
b.        Gave a reminder of some rules that are different for IESA than IHSA.
    i.        Jr. High uniforms may be knotted
    ii.        Qualifying standard for advancement to state may happen in the prelims.
iii.        One false start is allowed.

4.        Presentation by Bill Bulat and Chuck Austin (Shot and Discus Inspection)
a.        Emphasized the need to enforce implement rules throughout the season with the same rigor as rules for
exchanges and starts.
b.        A large number of implements are impounded each year at the state meet, not for weight deficiencies but
for surface irregularities.
c.        Suggested a check list for implement inspection be offered judges at regular season meets.
d.        Suggested that photos of illegal implements be included on ITCCOA website.
5.        Presentation by Tom Todd (Severe Weather Policy)
a.        General information about lightning and monitoring technologies presented.
b.        Old policy (30 seconds between flash and thunder) is now defunct.
c.        New policy suspends play (in the absence of commercial monitoring technology) with either
    i.        A cloud-to-ground lightning bolt OR
    ii.        Thunder is heard
d.        New policy allows resumption of play at least 30 minutes after
    i.        Last observed lightning flash is observed (cloud-to-ground not specified)
    ii.        Last thunder is heard
6.        Hall of Fame Inductions
a.        Harold “Tuffy” Bowen – unable to attend
b.        Glen Hamilton – unable to attend
c.        John Polka – present
7.        Rookie of Year Award
a.        Tim Wolf – present
